No, it's not all Russia is. But it's some of what they are. The KGB just became the FSB and the same unethical projects continued, albeit quieter and under prettier names. Word was some of them even had connections to SHIELD.

[No telling how she knows that, but she does. She pointedly doesn't use the word Hydra, but she's pushing back a little, even if it's pretty clear that she's not immune to getting caught up in his rhythm, that play of logic and reason.] But no, we don't paint them all with the same brush, but villains exist plenty well on their own, even without the biases of history.

[Thanks to Natasha putting the files on the internet she knew a bit about Insight. Not all the details -- it hadn't actually been what she was looking for -- but pieces, enough to feel the ground she was standing on start to feel a little uneven.] That depends on how you define it, I suppose. It's easy to call anyone a threat through the right lense.
